Assuming you have a working other PC, go here and create your own USB installer thing:

Have you purchased a Windows 10 license for this new system?

You can only use that on one PC at a time.
You can probably transfer the license to the new PC, but that leave your existing one without an OS license.

Also, you probably can't just 'transfer' the OS (and everything else) from your current system to the new one, and expect it to boot up.
It probably won't.

Your new PC needs its own OS.
