CPU doesn't turn on(new PSU)

I am using a desktop PC which I assembled myself, and I am using it for the past two and a half years without any problem
AMD FX 6300
Corsair vengeance 1x8 gb ddr3
Sapphire R9 270x
1tb hdd
Corsair vs550 PSU
Cooler Master heat sink

They problem started when there was a power cut in my house and unfortunately I wasn't using a UPS and when I tried to turn on the CPU, it didn't turn on, there was no sign of any power.
So I thought changing the PSU might solve the problem, and I did it, but still it didn't turn on but the fans spun for a brief period of 0.2 seconds and it returned to dead state.
I tried unplugging and plugging all the wires from PSU to the connections, no use.


 
Solution
Ok. Seems at this point to be a motherboard or CPU was damaged with power outage. Only way to test further is if you other spare parts to test with.
Does the paperclip test work on old and new PSU? If so, looks like your motherboard may have been damaged. I'd also try booti g with minimal hardware to elimate other parts causing issue. If you have onboard video, try that. Unplug hdd, ect. Basically boot with board, cpu, and 1 RAM stick only if possible.

Thanks for the reply 1LiquidPC.
I did try the paperclip test with the old PSU and it failed. The new PSU works. I tried booting up with basic minimal connections, same slight spin in the fans and nothing more.
