Secondary HDD starts spinning for no reason, would encrypting it solve the problem?

I've never encrypted a drive before so i'm not really aware of the pros and cons, all i know is that the HDD is driving me crazy.

To read the data on the drive, it needs to be decrypted by the OS or whatever application (VeraCrypt, BitLocker, etc) has encrypted it.
If it is not decrypted to allow the OS to read it...it is just a useless lump taking up space in your system.

What you're asking is like...
"I don't like the paint color in my living room. Should I change my front door lock?"

One has nothing to do with the other.

run cristaldisk info on that hard disk to see if the second hard disk has any interesting information that could point to noise generated by a possible failure

the only way to get rid totally of noise form a hard disk is go for a ssd only pc

now, about the door of your house, don't change it, just paint it!

I have and it didn't help. I've even tried checking the processes that were being active in real time but NOTHING had anything to do with the goddamn D: drive

Only thing i can see is a spike in activity in system management for 1 second and then it's gone, no idea why.

The OS talks to the drive and its data at random moments. Nothing you are specifically doing.
Indexing, defrag, whatever.

Now...what seems to be the actual problem?

that sounds like a normal windows operation, on a old noisy hard disk, is it seagate or western digital?

lately toshiba has been very silent on my latest 3 assembled pcs and also very reliable

other than changing brand of hard disk, consider going for ssd only or a make a nas storage

encripting a hard disk on windows, well, the contents will be read by the system, because the system has the encription key, so it can rad the contents, only will not be readable by another pc, if you take out the hard disk and install it on the second pc without the right encription key

my laptop has a noisy seagate hard disk, i can hear it spinning and stopping, but cristaldisk says it is ok, so yes, there is noisy hard disks, they become more noisy aif you get obsessed with the noise

if you don't feel comfortable by buying a ssd, you could consider replacing it with another hard disk, popular for being not noisy

also you could make a bit more silent your case, noise dampening materials could help, put your pc behind the monitor and using headphones helps more
