What is the cheapest PC that can be built to play CSGO at ~64 FPS from parts from the following sites?

-Some decent case you can buy somewhere, both of them doesn't sell PC case. Get a used PC case which you can buy it for cheap.

If you want cheap, then you get it. :)
But never cheap out on PSU and Motherboard. ;)

I agree, however both of those shops do sell SOME reputable PSU's from known companies. The cooler master GM series (g650m, g750m) is decent, however it is quite expensive. The other cooler master power supplies are pretty bad. In techzone there are a few power supplies with decent reviews, the best value of which would probably be the In Win GreenMe 550W. I was unable to find a review on that exact product, but a good review by hardware secrets about the 650W version can be found here: http://www.hardwaresecrets.com/in-win-greenme-650-w-power-supply-review/11/
That is what I would recommend, as it is decently priced, and looks to be good. Also the in win commander iii power supplies, are really quite good: http://www.hardwaresecrets.com/in-win-commander-iii-700-w-power-supply-review/13/

I didn't look at the commander ii 1200W because you would never need that, and, as a side note, the review of the GreenMe power supply mentions that the 750W in the lineup stuggles, as the wiring inside the PSU is not up to the job! So in short,I recommend the In Win GreenMe 550W power supply from techzone.

Yes, FSP HEXA is on Tier 6, that means the WORST and most UNSAFE PSU ever built.
