gaming fps problem i suspect my cpu is not working properly

First of all own Intel Core i5-7600 CPU @ 3.50GH and GTX 980 graphics card.
When i optimize a game with Geforce Expirience it usually gives me very high to ultra graphics, and when i first enter the game and for example im in a room with one AI the FPS is 60 on very high graphics, but the second i enter a place with alot of people. the fps drops hard.
this happend to me in Dishonoured 2 when i started it was on steady 60 fps but when i entered the throne room it dropped to 30, the same happened in Watch Dogs 2 and in The Witcher 3 And in Mafia 3 And in Mass Effect andromeda.. so as you can see this is a recurring problem that i would love to get help for, Thanks.
BTW i just bought this CPU so this problem is really annoying for me.

i did i forgot to add that in dishonoured 2 i lowered my settings each time and it still had shitty fps untill i reached low and im not going to play with low graphics after paying so much for card and cpu
 
Gotta ask... have you double double checked that you plugged into the gpu and not the mobo?

Run afterburner, occt, etc and log your cpu/gpu temps and usage.

What are your complete system specs? If you changed mobo when you did the cpu upgrade did you reinstall windows from scratch?

so what i did is first turned off vsync and it did work much better but i hate playing with no vsync, so i turned on tripple buffering and vsync and instead of very high which i got like 56-60 fps to high where i have steady 60. so this is basically the solution but im still not completely satisfied with it i guess, if i want to upgrade my computer what should i upgrade to make it better? because in watch dogs 2 it still has it problems, btw my stats are:

i had windows 7 and when i upgraded my hardware i installed windows 10, and where can i check my max temps and usage under load?
 
To be clear... you had win 7 on a hdd from older computer, you built new system and plugged that hdd in, then did an in-place upgrade to win 10 (NOT a fresh install)? If so, it's a wonder it works at all. New mobo needs clean install of OS in nearly every instance.

To monitor under load, you fire up OCCT, stretch the graphs, run the cpu test, then run the gpu test (don't run the psu test - can overload system), and review the results. Or, can leave the graphs up during gameplay and after 10-15 minutes alt+tab out and look at how hot the components were. Or, have OCCT up on a second monitor.

its not that even, theres something wrong with my computer because it didnt matter what definition i had it on the fps was exactly the same, went from steady 60 to 49 in certain areas with more people.
i am using afterburner and it still happened btw

ill tell you what i did with my win 7 and such, i have a kaby lake cpu and i heard it doesnt go well with win 7 so i rebooted my computer and switched to win 10 apperently win 10 enterprise.
did i do anything wrong?

Yup, as others said, you need to do a full, fresh install of Windows 10 and *then* re-evaluate the situation to see if the problem persists. The best way to start narrowing down the culprit of a generally vague problem is eliminate all the sources of problems that you can.

but i did do that, as i upgraded my computer to a better cpu i also upgreaded my windows from scratch all the drivers and everything. look im gonna sum up my problem. theres places in games such as dishonoured 2, watch dogs 2 and more that my fps drops. and it doesnt matter what graphics im on, if its low or very high the fps still drops. what could be my problem?

i just did a cpu temp check, and while i was in Dishonoured 2 in a specific spot where my fps drops i had like 37-69 min and max, and overload 100%. not in game the overload is like 13% or 20%.. is there a problem here?

Dishonored 2 might be the problem. I've heard that the game is stupidly hard to run compared to other titles of around the same complexity. I would try another intensive game and see if you have the same issues.
