First time building computer it won't start

I just built my computer and when I turn it on the fans start but then it stops and then just does this repeatedly.
UPDATE: Now that its started it keeps randomly rebooting I haven't even been able to install windows because of it.

Intel - Core i3-6100 3.7GHz Dual-Core Processor
ASRock - H110M-ITX/ac Mini ITX LGA1151 Motherboard
G.Skill - Aegis 8GB (1 x 8GB) DDR4-2133 Memory
Seagate - BarraCuda 1TB 3.5" 7200RPM Internal Hard Drive
MSI - GeForce GTX 1050 Ti 4GB Video Card
EVGA - 430W 80+ Certified ATX Power Supply
Thermaltake - Core V1 Mini ITX Tower Case
 
Solution
Is your Sata cable plugged in all the way? Make sure your sata cable is plugged in and locked in place
Is your sata cable faulty? GEt a new sata cable
try using 2x4gb DDR4 ram sticks instead of one 8gb and see if that works . plus your mother board would enable dual channel mode which will increase performance of your computer a tiny bit
Is your HDD with the OS (Windows) set as the main boot?
go to bios and go to boot settings and set up the boot for the hdd as boot 1 that ur OS (windows) is on and set as main boot.
and reinstall windows again. if you keep getting failures replace your hard drive

That's what I did originally but now that its started its not restarting properly to reinstall windows
