Issue
My computer broke a month ago because of some sort of boot loop error. I replaced the CPU, RAM, and mobo since all were under warranty. I just received the last of my new parts today but the issue unfortunately did not resolve.
I hooked up the mobo to the cpu and the stock cooler. I connected the two PSU power cables in the correct spots, then added the memory. I booted up the pc (breadboard) and it boots for a few seconds, cpu fan spins, then shuts down and reboots again.
Diagnostics i've tried
Replaced CPU/memory/mobo with new models
Booted with no RAM at all (identical boot loop)
Seated each individual RAM stick in each slot
PSU test
Cleared CMOS with a flat screwdiver (don't have the jumper)
Removed mobo battery for 30 mins to clear CMOS

What do you think the problem is here guys? I assume it's the motherboard but part of me can't believe the "fixed" model i literally just received 3 hours ago is somehow still dead on arrival.
Here's a picture of my breadboarded setup to check if i did some obvious boneheaded mistake.
