Transfer games to another computer?

Hello forum, this might be a silly question but I havent found and answer to my question yet. I was wondering if you downloaded your games on a separate hard drive from your windows partition, and you transfer that hard drive to a different computer, will that new computer be able to use and play the games installed on that hard drive?

For example, I have steam downloaded on my windows hard drive..But I have the steamapps folder (which contains all the games) on a separate hard drive. If I take out that hard drive with the steamapps folder and place it to another computer (and redownload steam of course), will I be able to play those games?

*I do know that transferring OSs dont work but i was curious about the games*

For Steam games, almost certainly yes.
You just have to tell the Steam client in the new system of where the steamapps folder lives.

Thusly:
Steam games location
In the steam client:
Steam
Settings
Downloads
Steam Library Folders
Add library folder

Will this work with non-steam games too? They'll have a separate file folder and by creating a shortcut to the desktop, will it supposedly run like normal too?
