After upgrading my graphics card it got worse (AMD)

Hello, I would like to ask, what is the cause of it?
Recently my GPU was going pretty nice, going atleast 50FPS on GTA IV.
I thought my GPU was getting worse but I was not right. After I was on the upgrade trying to update my Graphics Driver, I seen that it said I want to upgrade from my driver to an older version. I was not sure why it said I want to upgrade my driver to a older version.
So I decided to upgrade it and after that my GPU is slow and my laptop shutdowns after playing a game.
I'm not sure if it's overheating because it didn't do that before or that I downloaded a fix as Advanced System Care told me to fix some windows firewall things because a ransomware has broke off. I need help please. I'm not also sure if its my GPU or if my Hardware or something like that has failed or if i have some dust in my laptop.
My specs are:
GPU: AMD Radeon HD 6470M (It was before 7000M I don't know why it went down)
CPU: Intel(R) Core(TM) i3-2330M CPU @ 2.20GHz
GPU Driver Version: 8.930.0.0.0
OS: Windows 7 pro 64-bit
RAM: 4,00 GB (I don't know the model anymore and I know, my laptop is very bad now.)
If I don't have the motherboard and more, please tell me how do i see all my whole PC specs.

First I will say that for laptops, it's probably best that you get updates from the company that makes the laptop. These companies sometimes modify drivers to work specifically with their laptop, if you download the generic driver from AMD it can mess up your laptop's configuration.

As to your problem, can you restore your laptop to factory default, like it was new? I don't think there is anything wrong with the hardware of this laptop, but I do think you made a mistake trying to update the videocard drivers like you did. I don't think I can help you undo what you did. So I advise simply doing a clear reinstall of Windows.

This means you'll have to reinstall all your programs and data. This shouldn't be a problem though because you do have backups right?
