CPU's clock speed is constantly running at 2.4ghz (which is maximum)

I've reinstalled my Windows (I've now Windows 10 pro), formatted my disk etc. And now I've checked the task manager, I've seen that the processor speed is always 2.4ghz even if the usage is 1% (when it's idling). The processor is Intel Core i7-3630QM 4 cores 2.4ghz. I tried resetting bios settings to default but I can't Access bios because the laptop is not mine and I don't know the bios password (don't post that I should get it, it's a situation that I just can't go to bios). Is there any way to fix this as it was working normally before. And what damage could this cause?

It could certainly be that somebody disabled SpeedStep in the BIOS. Generally you can clear a password with a jumper, that would depend on your particular laptop.

it's set to balanced since the day 1.. also there's a strange error or something, when I go to advanced power settings and I open the processor management tab (or smth like that) there is no Minimum/Maximum Processor Usage option.. I'm on Windows 10 pro

Go to this website http://coderbag.com/Programming-C/CPU-core-parking-manager-v3 and click (Download application executable files ...) now when it's done downloading open the software and here is the important part you will see at the bottom of the software the "measurement" if it's 100% it means that your CPU will use full speed but if you put at 0% it won't be at full speed if you let your PC idle your CPU speed should be around 1.14GHz
