Why is this pc so cheap

Im looking to buy a pc and I came across this one on ebay
The specs are :
CPU - i7 7700k
GPU - GeForce gtx 1080
RAM - 16 GB 2133mhz kingston ram
Motherboard - MSI H110M Pro-VD
Power supply - 700w 80+ PSU (Doesn't say any brands)

This including windows 10 pro is just over £1000
I realise that the MB is quite cheap but I'm not planning on upgrading anytime soon and apparently it doesn't affect performance too much according to some videos.
It's also worth mentioning that it's from Germany so parts might be cheaper there

The basic specification of i7-7700K /16GB RAM /GTX 1080 can be an excellence combination, but much depends on the quality of the parts. It would be worth asking the seller as to which model of CPU...

The basic specification of i7-7700K /16GB RAM /GTX 1080 can be an excellence combination, but much depends on the quality of the parts. It would be worth asking the seller as to which model of CPU cooler, GTX 1080, case, and power supply is included. Does that £1000 include the drives and Windows?

The MSI H110M Pro-VD must be among the lowest cost motherboards and is micro-ATX format. In my view this is unnecessarily cramped, meaning a probable limitation on CPU cooler size, importantly, there are only two RAM slots and extremely limited PCIe slots.

I was curious as to the cost of an i7-7700K using what I would consider parts of good performance- full ATX Z170 or Z270 motherboard, good: drives, case, power supply, plus the OS:
