Before you copy paste the link of the majestic no post/no boot thread I already tried them, some of them more than just one time.
I'm gonna list my specs now
I7 5820k
Deepcool captain 240 ex
Asus strix x99 gaming
Hyperx 32gb 2400 CL 15
GeForce GTX 970
Corsair rm750i
Nzxt noctis 450
I built the pc yesterday(some parts I used in the past) , I got a major headache and really tired of not seeing it work. I try to turn it on, but only power goes through the components, the motherboard doesn't want to initiate the q code error is constantly 00 and the pwr_led and dram_led are constantly red. The dram is red with or without ram so the motherboard doesn't even initialize. I really just want it to work I'm so done of trying different things. But whatever I'm gonna try even more untill I'll get it.

Well there is not a lot I can tell you about diagnosing a computer that wont POST that is not on that list you mentioned. I would pull it out of the case and bread board it on the box for your mobo or something and see if it will boost outside the case. Ws the mobo used in the past If so I would try clearing the CMOS properly as it says in your mobo's manual, if you haven't already.

If you have tried everything on that list multiple times and what I suggested you may have a defective part, what parts are new? Were the old parts known to be working? If you have spare parts or another pc lying around I would try swapping parts in and out to try and figure out what part is not working if any.

I tried multiple gpus. The ram was used and the cpu, anything else is pretty much new

How did you come to that? The error code? I have heard code 00 is basically just the mobos way of telling you something is wrong and it has no idea what, I dont think it specifies the cpu from what I can find. The manual actually says code 00 is "not used".

Yes 00 says it's not used. The 8 pin led is ok, the 8 pin is connected. The fan and the water pump are working once I power the computer

There should be a jumper on the mobo somewhere, usually you just have to move it from one set of pins to another for a few seconds then move it back. Should be in your manual somewhere. With the system unplugged from power you can also remove the battery on the motherboard for a few minutes then put it back and that should clear it as well. I dont like that method as much because your psu may keep the CMOS powered for a while even when unplugged.

It shows the eatx led red and doesn't even gets to power up.

How do you know that? I cannot find any documentation anywhere stating that code 00 means there is an issue with the cpu and I dont know how disconnecting the 8 pin cpu power would verify that.
