Cpu Speed keep changing, need help.

im using asus laptop, core i3 4030u 1.9ghz, ram 6gb,nvidia 820m. when im not playing cpu at max. when im playing its keep changing, even at 0.4ghz. in power option already 100% max and min processor state. please hlp me :(

There is most likely a program hogging up your system resources. Try running malwar bytes and a anti virus such as avast. Pull up the task manager by pressing ctrl alt del and see which program is using all your system resources.

its not the other program, i have already checked. i think the problem is the cpu. is there something that can make cpu slow? btw, when im playing 5 min, its goes smoothly, then its starting shuttering, when i check the cpu speed, its at 1ghz :( what should i do?
