Help! Certain games freezing.

So i have this problem where games are freezing. Its like a 1-2 second freeze or maybe FPS drop that usually occurs when someone in the game does something, like for example dies or uses an ability. The main games i can think of that do this are League of Legends and SMITE, both are MOBAs.
Its really strange because i can run games like GTAV, Overwatch, MKX and For Honor on max graphics without even as much as a stutter.
I have no idea what the issue could be. I tried resetting my modem, reinstalling, port forwarding, updating drivers, closing all other programs, switching from HDD to SDD/ External to internal, monitoring temperature/usage precentages and MHz of CPU/GPU, reverting back to older drivers etc. Previously when i played these games i didnt have any issues like these...what could it be?

GPU - GTX 1060 3GB
CPU - Intel Core i7-4770K
RAM - 8GB
Motherboard - MSI B85M-E45, Socket-1150
PSU - 650W
 
Lol and smite are both pretty much single threaded games so my guess is that your k cpu clocks as high as possible on a single core while playing those games and any time something happens and is executed on a second thread the core slows down or the second core just isn't able to keep up with the main one because of the clock difference.

Anyway if you want you can go into your bios and try setting all cores to the same clocks,you'r not saying if you are overclocking right now but you don't have to go crazy on the clocks just make sure all cores run the same.

Sorry im not very good at computer things, how would i do that? No its not overclocked.
