WOL magic packet sending device?

Is there a device one can buy that does nothing but send a wake on LAN magic packet whenever it's powered on?

Here's what I want to do. I have a server that is plugged into a UPS. The server is configured to remain on battery power for 10 minutes after a power outage, then shut down. This allows other devices plugged into the UPS (router and VOIP box) to remain on for much longer, as their power draw is low.

After the power is restored, I would like the server to boot itself automatically, without any intervention from me*. To accomplish that, I would like a small low power device that simply sends a magic packet as soon as it's powered on (ideally after a configurable delay). The device would not be plugged into the UPS, and therefore it would always send a magic packet when power is restored after an outage, ideally after a configurable delay. Any idea if such a device exists, or can be made without too much difficulty?

(*The server's BIOS can be configured so that the computer boots when power is restored after a cut - but that doesn't work if the computer was shut down properly. And even if it did, if the power is restored before the UPS battery goes dead, the computer would never know because it was always plugged into a live outlet.)
