Mother Board: MSI 970A-G46 Version 2.0
CPU: AMD FX8350
Video Card: e-GeForce 7300GS 256
RAM Strips: Four 2GB DDR3-1333 CL9 (9GB)
Turned power on, all fans and lights worked, but no video.
Do I conclude the board is bad?

Solution
Then check for common faults like vga cable working or not, monitor port working or not, resolution of monitor, monitor power cord
Also the monitor should've shown bios menu on connecting the pc
For chipset update consult with your local computer repairer

Your processor seems to be newer for your motherboard that is your motherboard has older chipset.
check the notes for incompatibility of cpu and motherboard

So in order to use this newer cpu with your current motherboard you have to update the chipset of the motherboard. For that purpose find a older cpu which is supported by older bios/chipset install it and then update to latest chipset by downloading drivers from the motherboard website then install fx8350 cpu

I am putting this system together for the first time.
Should I expect the Video to show the BIOS when I turn on the power even if the chipset is not up to date.
I have no way to update the chipset if I cant get the system to work.
By the way, I want to thank everyone who is trying to help. I do appreciate your help.
