I recently upgraded to a gtx 960 4gb but noticed the performance was similar to my old card gtx 750ti. I am using a AMD 760k and i checked the performance of it while playing some games and its at 80-90% most of the time sometimes a bit less or more. Does this mean its bottlenecking?

The new Ryzen 1500X or 1600, 1600X is a really good gamer for the money. Any of the B350 motherboards will be great if you want to OC. If not, the A320 boards will do the job. I have the MSI B350M Mortar Arctic in the system in my sig below. But keep in mind, you will need to add RAM to the build's price, since you DDR3 won't work.
