Okay, so it's your AV program that uses 20% of your CPU. Here, make a test. Disable or uninstall your AV program and try to game some and look if you still get lags.

In my Skylake build, i have Malwarebytes as backup, just in case i need it. It's also listed there as "Honorable Mention". But in daily use, i don't have any AV programs running (which you already saw from my Process Explorer screenshot if you looked it closely).
It's handy program that shows most PC info, except PSU make and model. I use Speccy to monitor my PC temps and also to confirm my CPU core speed, CPU multiplier and RAM frequency.
UserBechmark bench program nicely shows which of your components are underperforming. For example, here's the bench of my Skylake build (full specs in my sig),

Without further info, i can't tell if some of your hardware is failing or you have lot of bloatware running.
Look for your CPU and Graphics Card temperatures if your CPU is about 70-80 degrees and Graphics Card about 65-70 degrees when idle you might have a virus

Without further info, i can't tell if some of your hardware is failing or you have lot of bloatware running.
With UserBenchmark, post the link to your run results. Reading only the summary won't help. But what i can see from that little summary is that your GPU failed the benchmark, else-ways, it would be listed there as well. Also, you have quite a high CPU usage.

Your cropped image of Process Explorer only shows the CPU idle load (77.35%) and system load (0.73%). Your screenshot doesn't show what are all the other applications that, in total, use 21.92% of CPU processing power.
Arrange the CPU usage list by clicking once on the green "CPU" tab. This view gives better oversight about applications that use the most of CPU's processing power.

One instance of svchost.exe is using up about 21% of your CPU processing power. When in Process Explorer, hover your mouse over that svchost.exe process to see a popup list of all the services run by that svchost.exe.
If you double-click on that svchost.exe and then select "Services" tab, you can stop any or all services run by that svchost.exe to reduce the load on CPU.
If your PC is infected with rootkit then regular AV program (e.g BullGuard) won't fix it. For getting rid of rootkit, you'll need TDSSKiller,
