If your HDD is kinda full I would suggest doing a disk cleanup, try to get rid of any malware or useless files that could be slowing down your system.

The best on the market is definitely the Samsung 750 evo from a consumer standpoint, but if you're looking more budget oriented sandisk and kingston make some decent drives

yeah it's specifically not my CPU nor my GPU because i tried overclocking both, disabled v-sync in NVIDIA Control panel and the problem persisted, i'll try unparking my cpu cores to see if that works if not then it's most def the hdd

a mechanical HDD typically can write @ around 100mb/s so unless the HDD is faulty i struggle to see the issue being hdd based . i mean if it was faulty or going slow you would notice much longer boot times and possibly bsod along with messages about HDD about to suffer critical failure . perhaps you're suffering from other issues i am not aware of though .

Yes it is my HDD because my computer ever since i built it and that the computer has been mad slow and this may sound dumb but i forgot to partition the drive so that has to possibly be the culprit

you can not install windows without partitioning the HDD.
