I do not have reliable internet where I live, but I do have reliable, unlimited cellular 4G phone service. I can connect my tv, roku, etc. to my phone hotspot and watch Netflix, YouTube, etc. The problem is that I have to configure each device to connect to my phone's hotspot. When I'm at work, my wife has to reconfigure them to connect to her hotspots. I want a way for either of us to simply turn on our hotspot and have everything that is connected to our router have internet access. The only thing I can think of so far is to have 2 wifi to ethernet bridges connected to a load balancing router with 1 bridge configured to my hotspot and 1 configured to hers. Is there an affordable wifi router that that can load balance 2 wifi connections, or is there a solution that I have overlooked?

If you want to go to a lot of trouble you can use third party firmware like dd-wrt. It will be complex because you want a dual wan router as well as have the wan be 2 different wifi sources as well as third wifi source for your end devices.

If you are willing to spend the money you can do as you suggest. Buy 2 client-bridge devices and connect these to the ethernet wan ports of a dual wan router. Load balance is a very complex topic that most do not do well but they do failover from primary to backup really well. You could simply power on and off the different client bridge devices to make it switch.

You can save a little by using third party firmware to get the dual wan router function. Trying to do it all with one...

Be aware most ISP still have limitation on stuff you connect via hotspot...ie tethered. The fine print on the "unlimited" usually exclude tethered data, some just have a cap and they slow you down others you can get unexpected data charges. Be very careful and read all their fine print.
