FPS caps at 60 when fullscreen?

For some reason i got my computer back from the shop and i have a 60 fps locked frame rate when fllscreen. Never had this problem before its very annoying. Ive turned of v sync in game/ in nvdia control panel, turned of game dvr, etc, nothing works. As soon as i go into windowed mode my fps flies up. Please help, very annoying

Thanks for the reply. I realized it had to be something wrong with my software, as I was having issues with my mouse / fps cap / overall a bit buggy. I rollbacked to Windows 7, then re installed windows 10(kept my files through the transfers), and it fixed itself.

Not sure as the only game i have downloaded on my computer is gmod. Also, ive been noticing my mouse is feeling very sluggish and weird, making my accuracy garbage. Coincidence? They both suddenly popped up

Check your mouse settings both in Windows and in the game. As for the FPS, check to see if vsync is on; if it's on, turn it off.

Unfortunately, it could just be GMod being GMod. It's running on an older version of the Source engine, and does most of its rendering on the CPU instead of the GPU (no idea why). My seriously overbuilt computer often chugs down to 10 FPS on sandbox servers with more than ten users because the game itself has trouble handling all that.
