GTX 1070 SC Low FPS

Alright, so I've bought a new 1070, and unless I can fix my issues, I'm slowly starting to regret it. I have been getting low fps in all games, and even in some cases, my 950 performed better. (what?) In games like overwatch, I only get like 70 frames, compared to the 120+ I've seen in videos. H1Z1, I get a solid 20FPS. Arma 3, I get 25-30fps. I have tried DDU and reinstalling all graphics drivers. So I really have no clue at this point

i7-4790k and a gtx 1070 here, I don't own Overwatch but I do have H1Z1 and get much more than 20fps in it (make sure your view distance isn't all the way up, due to trees and hills you wont ever be able to see anymore than 1000 distance anyway). Arma 3 is notorious for terrible optimization as it runs on a 32bit engine and it mostly CPU driven. Your graphics card could just be a faulty one, you could try to RMA it and get a new one.
Edit: Also, what resolution are you playing at?

Can you download MSI afterburner and tell me what your gpu utilization is sitting at? As well as what power profile you have selected in NVIDIA control panel.

I would say that it could be faulty if it's sitting at 100% and still getting that low of FPS. You also might want to check if NVIDIA GeForce Experience is scaling your DSR way high if it's on.

Also what have you done so far or checked for troubleshooting?

1080, I have my view distance at 1500 for H1, and I know about Arma, but when I had my 950 I got like 50 fps.

Rainbow Six 100% (I get 70-120Fps)
Overwatch 40%
I have Vsync set to fast, and have the power option to max performance

From what it sounds like it's not fully utilizing your gpu. Do you have a frame rate limiter set to display based on Overwatch? On 60 hz displays it will limit it to 70 fps.

Same with Arma 3 not utilizing the gpu. There must be some sort of frame rate limiter set in these games.

That fixed that. But I still get lower FPS in some games than my 950.

Interesting. Does it give you this frame rate in an online server? I've heard with server lag sometimes it can drop frames severely.

From doing some research this seems to be a common issue with ARMA 3 due to some sort of configuration issue with high end cards. Go to geforce experience and auto optimize the game using their game optimizer option and it will set it to what it thinks it should be. Let me know if that makes a difference.
