ICS with no network access

I'm trying to setup and and ICS connection with little luck.
My issue is when connected, the client has no local network connection.

I have my desktop (host) sharing its ethernet connection via a PCI-E ethernet card to a laptop (client). When all connected, the Laptop has an internet connection, but the laptop loses its local network connection. The host says the ethernet connection to the laptop is an unidentified network, has no network access, and is a public network. When the laptop is on wifi, I have access to my homegroup, but not when connected via ethernet to the host desktop. I've tried setting a static ipv4 for the ethernet adapter on the host computer and I get the error: "The default gateway is not on the same network segment (subnet) that is defined by the IP address and subnet mask."

I'm not sure what I can do at this point, I've troubleshooted this issues browsing forums for at least a total of 16 hours.

Doe the following line diagram represent your desired configuration?

ISP ---->modem ------->router =====wireless ====> desktop[ethernet port] ---ethernet cable ---->laptop

(Or ISP --->modem/router =====wireless ====> desktop[ethernet port] ---ethernet cable ---->laptop)

If you do not have or do not use IPv6, uncheck that on your wired and wireless adapters.

Verify that you have indeed correctly configured the desktop and laptop for ICS.

Look for other similar links. Sketch out your connections and include the applicable IP addresses, subnet masks, DHCP Servers, etc. Ensure that all match your home network configuration.

Varies with the OS but overall the configuration process will be the about the same.

here is my diagram:

note: The reason I need the laptop on ethernet is so I can send rtmp between two OBS stably have have the laptop client send the stream out to streaming services. I have 1/1 gbps on ethernet and much less on wifi... so this is my reasoning.

okay so update: I had access to my homegroup last night and my rtmp server is working across the computers now even though the host computer (Desktop) says that the Client (Laptop) is on a public network and has no network access. The issues I'm experiencing now is once tried the next day, the home group stopped working and the internet speeds (on the client laptop) on certain websites are very slow. ex: chrome.google.com will either load very slow or give me a DNS error. I have 1/1 gbps so my ISP speeds are not the problem. when switching the laptop back to wifi, I don't have the slower speeds or DNS error from chrome.google.com. I also get a notification from soundcloud when playing music saying "your network seems to be disabled."

As for IPv6, during my troubleshooting grand prix, several forums said that ipv6 needed to be enabled to access home groups in the manner I am trying to connect. I don't know why, I just did it out of desperation, a hail marry. I can try disabling it again via my modem/router and see if the home group still works.

Update:
Last night, everything was working.
This morning, I had internet on the laptop but no network.
Now 1pm, No internet, no network.

Could not quite read all of the windows in the picture you provided.

However, with everything working then that eliminates a configuration conflict or errror.

Start checking all of your cables, plugs, and connections. Could be a bad/intermittent connection.

Then start disabling apps one by one to see if one particular app can be associated with the issues.

Or some "perfect storm" of active applications.

Not familiar with the IPv6/Homegroup "Enable" requirement. If things worked with IPv6 configured either one way or the other (enabled or not enabled) and then not working when reversed that will verify any IPv6 requirement.

Take a look at the laptop's Event Viewer logs. The logs may have recorded some error code, warning, or infomational message related tothe loss of network connectivity.

I have tried everything so far and still no luck.
I just tried Bridging instead of ICS but I ran into a whole new set of problems. Internet would work perfectly on the client laptop but no internet or local networking whatsoever on the Host Desktop.
I'm just going to save myself the heart-ache at this point and get a switch to get my laptop on ethernet.
