Windows 7 connects to network but no internet browsers work

I'm trying to repurpose an older computer as a NAS, but while it recognizes being connected to a wired or wireless network, internet browsing doesn't work (ERR_NETWORK_ACCESS_DENIED), and it doesn't recognize any other computers on the network (though there are 3 which all recognize each other). I've gone into the firewall settings and specifically allowed Chrome and IE to access the internet, and done ping testing (which checked out) but no luck. Any ideas on how to connect?
