I'm building a PC and this is close to my final parts list. I already know that the Rx460 is a bit lackluster but relax I'll eventually upgrade it, this is just the initial purchase. If there any potential other issues outside of the low-end graphics card, suggestions would be much appreciated. Sorry about the mess of text.

Issues:

1) z170 board may not support 7600k without bios update which would require a skylake CPU. You need a z270 to use your CPU for sure)

2) that SSD is slower than a hard drive in some tasks.

3)if you got a r5 1600 and a b350 should save you enough money to get a better GPU on day one and much better performance because of it. You could also drop the CPU cooler as a 1600 can get to 3.7/8 with the stock cooler.

I can find a MSI Z270 A PRO Intel Socket 1151 ATX Motherboard for £104, I think it is compatible with my cpu. Which SSD would you recommend?
 
You can do way way better in terms of both system balance and performance.
What's your total budget?
I'll make a list.
Overclocking isn't good value until you hit the 7700k or go for Ryzen.
An i7 7700 non-k and b250 board will cost the same as a 7600k/Z series board and perform far better.
Keyboard is also a third party no-name slab of plastic, you'll want to improve on that front too.

What if I got the i5 7600 non-k with a b250 board and a crucial ballisitix sport memory? Is there another memory that you would recommend or another processor with the b250?
 
Ryzen would be a better choice over an i5 due to it's higher thread count and increasing reliance on thread utilization in more recent titles, and trends towards higher CPU utilization overall.
I can't tell however unless you give me a budget here, I have nothing to work with.

I am really liking the second build, could I sub a cheaper cooler in like the CoolMaster Hyper 212 EVO? And would the memory be compatible because the tomahawk seems to need ddr4 3200

Thanks I like this build but would I not need a n SSD?
 
An SSD is a luxury, not necessarily a must have.
I believe that money is better spend on a 1070 and quality peripherals first and foremost.
Get an SSD later down the line if you want.
The 850 Evo usually hangs around the 85 quid mark and is a good buy.
Keep OS, software and a few low capacity games you want faster loading times in on there, does nothing for performance.

If I couldn't afford the 1070 would you recommend a 1060 6 GB or a Rx 570 4GB?

For the monitor in those builds you don't really "need" a gtx 1070 as well to do some good gaming. The gpu is probably the first thing you're going to upgrade anyway.Maybe aside from ram that is.The other parts imo will be longer with you.
