So why is PCIe theoretical throughput doubled?

So I've been researching PCIe throughput and I've found in general that PCIe 3.0 has a transfer rate of 8GT/s so that means it operates at approximately 8 Gigabits per second. Therefore making 1 GB/s per lane. So naturally I assumed that a x16 lane PCIe 3.0 is equal to 16 GB/s so why are many charts saying that it equates to 32 GB/s and saying that 4.0 speeds (which I know are doubled) equal to 64 GB/s?
