No POST on first build - 3 beeps

I'm building my first pc and I've been having trouble getting it to start up correctly. When I power it on, fans spin, gpu lights up, "No Signal" on the monitor, and 3 beeps from the mobo speaker. I've tested it by switching out the RAM in each slot and nothing changes. Checked all the connections, and they're all secure. Gonna check the cpu in a minute.

Build:

(Mobo BIOS ver. P1.10)

I've tried looking up the beep codes and found http://www.asrock.com/support/faq.asp?id=286

Unsure if this is still relevant as it's from 6 years ago. Any help would be appreciated; thanks.

More about post build beeps
  1. First thing to be sure of, when you put the ram in, push down on the stick until the locking levers on each side lock themselves.

Also, try to make sure you're using the right configuration of DIMM slots. if you have 4 slots, it's a safe bet you want to have ram in 1 and 3, or 2 and 4 from left to right. If you only have one stick, leave it in slot 1 or 2. Just saw you posted the build too.
  2. Try with 1 stick of ram. The 2 stick might be not work together.
  3. They need putting in a1+b1 or a2 + b2 for 2 sticks in dual mode.

I've tried that with both ram for every slot, nothing.

They don't seem to lock themselves. I feel like I'll break them if I push any harder.
