Why might this 1600MHz memory only run at 1333Mhz?

I've been making a few upgrades to my Mom's DELL Inspiron 3647 Small Desktop. I've doubled the amount of memory, but I can't get it to run at the same speed as previously.

Before I touched anything

  • ■ single 4GB DIMM of Samsung DDR3-1600 memory
    ■ memory clock showed 798.2 Mhz
    ■ Single-Channel mode with timings 11-11-11-28

After I replaced the memory

  • ■ two 4GB DIMMs of Corsair DDR3-1600 memory
    ■ memory clock now shows only 665.2 Mhz
    ■ Dual-Channel mode with timings 9-9-9-24

I can't figure out if I've done something wrong, or I have hit a limitation of the system.

Solution

The memory from corsair requires XMP enabled motherboard for it to set the speed and timings .
Your motherboard is not xmp enabled .
The solution would be to obtain some 1600 non xmp memory ...

Is there anything that says advanced setting?
In the older days some bios's had special features hidden usually by pressing F1. Maybe not a dell bios but worth a try.
Maybe loading optimal defaults will allow the memory to use those timings .
For the ram to run at those timings/speed i think it needs xmp profile as shown in the second image.

Disabling Secure Boot Control made no difference. Thanks for the suggestion though :D

F1 just brings up a help screen (with very little help on it)

Loading optimal defaults had no effect. Thanks for the suggestion though :D

A-ha! That is a very interesting observation. I confirmed that the memory I am using (CML8GX3M2A1600C9) is XMP memory.

So what is my lesson here? I have been through the Inspiron 3647 Owners Manual and Reference Guide. There is no mention of XMP versus XMP for the memory. If the BIOS neither supports XMP nor the customization of memory timings, is one simply out of luck? Given that I can't change the timings, would ANY memory upgrade have worked at 1600 Mhz? Did I need to buy CL11?

I bought the memory used (off Kijiji), so I'm only out $45 CDN if I decide to make a change. The system is performing nicely, even if the memory is only running at 1333MHz. It is only an i3-4150, so this thing is never going to shoot the lights out.

I wouldn't even bother to spend one dollar more to go from 1333 mhz to 1600 mhz. It simply makes almost none real world difference. You are already greatly upgraded adding 4 gb of ram, going to dual channel and moving from CL11 to CL9
