How to set up Freesync in League of Legends ?

Hey,

I'm running dual monitors with one of them is Monitor (https://www.amazon.com/Samsung-22-Inch-Design-Monitor-S22F350/dp/B01CX26WCW/ref=sr_1_fkmr0_1?ie=UTF8&qid=1495449801&sr=8-1-fkmr0&keywords=Samsung+S24F350+24%22FHD)

I can't make the freesync work with League. If I cap my FPS to monitor refresh rate via AMD settings I get insane stuttering, if I cap it with RTS I also get a stuttering.
Also I have no idea if is freesync running. I have it enabled in my monitor settings, also in AMD settings.

I downloaded the windmill demo and it says its enabled.

Yeah, but freesync only works when I have my fps same as monitor refresh rate. Im getting 140 ish FPS in League, my monitor refresh rate is 60 Hz and Freesync range 58-59.

So I need to lock it with something so I'll be in range.

I thought thats what Freesync actually does it self . I dont think you have to manually cap anything.
