Kaby Lake wont overclock past 4.6ghz

Hi I have an i5 7600k on 1.3 volts with good temperatures so I'm not limited there but for some reason no matter how much voltage I supply it with it just wont pass the 4.6ghz mark I want to be able to overclock to 5ghz but it just wont be stable so is there something I'm doing wrong or just my luck with the silicon lottery I have a H100i so it has adequate cooling any reply would be helpful thanks

Thanks for your reply when I get a chance I will see if if the reasoning is because my gigabyte board isn't giving the CPU enough power

Hi after checking the website that you suggested I still cant find a solution as to how to get a higher overclock one computer company advised me that the i5 7600k cant go beyond 4.6ghz but I'm pretty certain I should be able to achieve 5ghz have you got any other advice? Thanks
