Cancer kernel power 41

Sorry if im doing anything wrong,im new to here :)

Im having this problem about 7 months,done everything in the internet that says will fix the problem but no luck.It gets worst at night,i cant even watch a movie,the pc shouts down it self and reboot,in day time it happen like 3 or 4 times while gaming,sometimes it wont even load the game,at night i cant do anything,it turns on and thats it,no games no movies nothing,um sick of this now,here are some things i have tried.

Clean install windows 8.1
Updated all the drivers
Rollback all the drivers
Disabled amd audio driver
Disabled fast boot
Re assembled pc
Re applied thermal paste
Checked all the cables

*i dont have any extra hardware parts to rule them out.

*im currently having some issues with ground connection.(pc case leacking electricity)

My pc specs

Intel(R) Core (TM) i5-4590 @ 3.30GHz
MSI B85-G43 Gaming mobo
Hyperx 8Gb ram
R9 380 4G gpu
Corsair VS550 ATX psu
WD 1tb HDD
Toshiba ocz 250 SSD

*Not overcloked
Temps- cpu idle 43 °c,on load while gaming it goes around 70°C,the target temperature in bios is 70°c

Power- 3v-3.408v,5v-5.120v,12v-12.056v/11.965v

Is this somekind a electrical issues in the house? Or poor electricity? i mean mostly this happen at night,as i said before i cant even run a game at night,i can play hours without getting kp-41 in daytime,but sometimes yeah,when gpu on full load,its really hard to notice that its the gpu or the cpu in the msi afterburner,because its really quick,no error msg,just puff restart.

Update- i have tried to re simulate this event,turned off power from the outlet and quickly turned on,same as before pc shouts down and restarted,then checked the windows event viewer,and there i got the same error kernel power 41,*i have noticed the time before do that

I did by installing a temporary ground cable from the outlet im currently using,little electricity i feel when touch the pc case has completely disappeared ,but the restarting problem still not :(
 
Make sure your power is stable. Unless that is taken out of the equation you can't troubleshoot anything.
Could be a failed power supply or motherboard, try with another power supply. The Corsair VS is their lowest quality power supply, for a gaming system I would not use that. Get one of the newer Corsair CXM models or a Seasonic S12II they are in about the same price range. Maybe a video card issue also. You have had issues for a while now, with a lower quality power supply and your power issues in the house, several components could have been damaged.

Without a solid base like a known good power source and power supply you are just going to be going in circles with this.
