Videocard Power% Spike

When ever I leave my pc idle, i hear the fans ramp up and look at the power % on msi afterburner and it's around 80-91%. But as soon as i move the mouse or wake the monitor up it shoots back to 40% which is normal idle. I can't figure out why this is happening. Or if it is bad. I have a MSI GTX 970 4g gaming. i5 6600k ASUS z-170a motherboard. PSU is a Corsair HX 650.

It does sound somewhat odd, especially if the computer isn't actually doing anything. 40% idle sounds high as well; I'm using a 980Ti, and right now with way too many Chrome tabs open as well as a few other programs my GPU power is at 8%, according to Afterburner. How long have you had your 970?

Yeah I'm not really sure. I think 40% is normal for me because it sits at 52c and when I leave my pc idle it spikes to 80-90% power and goes to 72-80c.
