I have an MSI B150m Night Elf and x4 Corsair Air Series Quiet Edition High Airflow Red Led Fans. My mobo had 3 fan connectors... 1 for the CPU Fan (CPUFan1), 4 Pin PWM (Sysfan1) and a 3 Pin (Sysfan2). Can I use two of this Adapter Cable on the 4 Pin PWM and 3 Pin connector on my mobo? Unfortunately... there aren't any available Fan Hubs here in my place so I wanna try this cable if it will work fine.

sure, just make sure the fans aren't combining to run more than the amps that connector can put out.
I run multiple splitters(noctuas and silverstones), very few computer fans run the amperage that's going to create problems(think beastly Delta fans). Run like fans on each splitter, set up the fan curve in the Bios and you'll be sitting cool. Your system and all monitoring software will only recognize the one fan that's attached to the 4 pin, but like fans will run at the same rate, so no sweat.
