Trouble Red Lines EVGA 1070 ftw2

I was playing Witcher 3 last night. Everything was running perfectly until I exited the game, the screen went blank, so I hit the windows key and when I got to my desktop screen there were broken horizontal red lines across the screen. I can still see what I'm doing, but they are VERY noticable. EVGA precision xoc also does not detect my card, so I can't check anything there or try lowering the power to the card.
Note: I have never changed any of the factory settings, except fan speed.

I tried restarting the computer, updated the nvidia drivers, switched from DisplayPort to hdmi, and switched pcie slots. The problem was not there when I took the card out and used the integrated graphics in my processor.

I have contacted evga and set up an rma, but just wanted to check if anyone else has had this problem and been able to fix it(or not).
Is the only option I have left to try it in another pc? Or is that pointless? I'm also confused about how it can send video(with the lines), but the dedicated software can't detect it.

The problem could lie in Windows, in the motherboard, or in the graphics card. Most likely, it's the graphics card.

As for whether I've personally experienced this sort of issue, no I have not.

Should you try it in another PC? Yes. If it works fine in another PC, the problem is not the card and getting an RMA will not solve the problem. If it still gives the issue in another PC, the problem is the card itself.

As for how it can still display but EVGA Precision X whatever version it's up to now can't detect it is down to driver communication. Windows seems to still identify it as a DirectX capable device and is using it to display, but may be unable to identify it's make/model, which would leave the EVGA software completely confused.
