Serious frame rate hitches and spikes-Dual 1080ti SLI

So not sure how I can resolve this. Got a 6850K OC to 4.5 and 2 Asus Strix OC 1080ti in SLI paired to an Asus Swift 165hz monitor. BF4 will see me hitting 165hz with Vsync On, 200 fps Vsync off, everything maxed out, DSR 150% and 1440p.
It will be nice and smooth for one map usually, and then second map will stutter like crazy, alternating between 200fps and 60 fps continuously until I go to menu and turn Vsync on, will be fine for 30 seconds, and then stutter like crazy again until I go into the menu and turn vsync off. Then it's all ok for like a minute and the whole thing starts over again. Running latest drivers. CPU utilization is 80-90% whenever I can check it, but don't know my GPU utilization because the monitor module in GPU TweakII stopped working. Anyone else experiencing this? Temps are quite low for both GPU at 60c max (hottest card) and 60 or so for the CPU. Beating my head against the wall....I set the global 3d setting to max pre rendered frames at 4. Should I set DSR to 200 or increase some setting? Can't go 4k yet but would love to see the butter smooth frames I had with 980ti SLI in the same system.

I'd go driver hunting. Try 2-3 different ones. It has to be related since it will perform perfectly then glitch out. Another thing to try is swap slots on the cards I've seen it fix SLI issues before.

Thanks for the replies.

My motherboard is a Rampage V Edition 10 and it states to get x16 on both cards I need to use slots 1 and 4. I have the HB bridge to span those slots. I have switched cards but I'm thinking perhaps the 6850x is bottlenecking since I'm only running 1440p. I will try new drivers as well and will use DDU to remove all traces of drivers and utilities. Maybe it's the Asus GPU tweak II causing problems but I needed to install it in order to get rid of the RGB effects.
