My pc wont turn on

Ok so when i turn the power button all the fans start but i get a black screen and it seems like my moba was bad but i replaced it and its same prob with the new moba my gpu is basiclly new bought it last year the only thing i think is wrong is the cpu could cpu be the prob?
 
Solution
So far the RAM,GPU,HDD,CMOS were good. Try with a another PSU and we can narrow it to the CPU if you could get a CPU to check on your mobo that will be good. Remember to take out the mobo from the case and place it on a surface. In case of any short circuit with the case and mobo could create some problems.

It's the CMOS battery and it looks like a coin sized one. Power off the PC, take out the motherboard from the case and place it on a non-conductive surface (cardboard,wooden surface,paper). Now take out the CMOS battery from the motherboard and after 5-10 mins then put it back, now turn on the PC. Remove the GPU and test it. If the problem exists while GPU present and problem vanishes while no GPU then it should be the one you need to replace. Check the HDD too.

I cleard the cmos ive take the battery even tried a new one feom a diffrent pc but its still the same.My gpu and hdd are good tried them on my friends pc and they work perfectly.i bought a moba yesterday its like half used by some guy but its the same prob
