PC build doesn't power up when switched on

Hi,

I have assembled a pc and it was working. I purchased a new case the LC Power Snow Trooper case. I removed the pc components, motherboard, removed the heatisnk, cpu and reapplied the paste etc from the old and assembled it into the new snow trooper case.

When i switch on the PSU the fan on the heatsink moves a milliliter and the case fan and stops then it moves again stops and continues like this.
It won't power on. Pressing the power switch on the case does not do anything.
I have checked the led wires, the connections seem fine.
The CPU connector and other connectors are plugged in.

If i damaged the motherboard whilst transferring it to the new case would it not power up?

I don't know what else to do and check now. I am thinking of transferring the motherboard back into the old case and check it still works. That way I know the components did not get damaged during the transfer to the new case.

My motherboard is

MSI Intel B250M Mortar 7th/6th Gen USB2 Motherboard - Black (Intel Core i3/i5/i7 Processor, LGA 1151, Dual Channel DDR4, USB 3.1, PCI-E 3.0, PCI-E x1,

Try booting the computer with one RAM module in a slot clean it well and then change the slot. Clear CMOS. If you have any GPU remove it and test. If nothing helps it could be the motherboard.

I got it working now. The CPU cable was not fully connected, it was half in. Everything works fine now. The graphics card is very loud. It is a Nvidia Zotac 1060 3GB card. Is there a way to make it quieter?

Clean if dust is clogged inside the fan of your Graphics card.While some Graphic Cards are louder due to the fan's rotation due to life of the fan it gets older and it won't rotate smoothly so the noise appears.
