Assuming that 40,000 rupees is equivalent to around US$615. I would go for an i7 6600k or 7600k (they are very similar in performance with the 7600k being slightly faster out-of-the-box and when overclocking.

You would then need some DDR4 RAM, 16 GB is enough with future-proofing in mind. I would recommend some GSkill TridentZ if you want it to look great. The DDR4 3000 is very high speed. For a bit less you could get the Team Dark 16GB 2400 for around US$30 less and still looks nice.

For cooling there are many quality heatsinks, I would get a Cooler Master Hyper 212, these are both cheap and have good performance.

For storage a WD blue 2TB should be enough.

And for a boot drive I would recommend a SSD but there is little room left in the budget for it and I would not downgrade anything else in the build if you are set on performance. A SSD will just help with loading times. A 250 GB Crucial SSD of your choice or a Samsung one should provide enough room for applications and the OS leaving the Hard Drive for game storage.

And finally for a power supply the EVGA G2 650W 80Plus Gold rated and fully modular; removing cable mess is a brilliant choice.

The case is a personal touch but as long as it can support an ATX motherboard and has enough room for the GPU which is a very large one. There is a $100 dollars left in the budget for this.

Ryzen CPUs are better for streaming because they have higher counts however most games don't use more than 4 cores so higher clock speeds provided by Intel CPUs would be better.
