Massive Frame Rate Drop after CPU upgrade

I upgraded from a 6600K to a 7700K (long story, got a deal I couldn't pass up on the 7700).

Since upgrading, my frame rate in games seems to have dropped drastically.. In PUBG I went from a mostly steady almost 60+ FPS to 30 while standing still and 5-15 while moving. I did NOT do a clean windows install. I cleared the CMOS before booting. I noticed the VCore is set to 1.3V.

Specs as listed:

Windows 10 Pro 64 Bit

MOBO: Gigabyte GA-Z170X-Gaming 7 - F21 Bios (F20 added 7th gen support and F21 was V core Voltage adjust)

GPU: EVGA SC ACX 3.0 GTX 1070
RAM: Corsair Vengeance LPX 16GB (2x8GB) DDR4 DRAM 2666MHz (PC4-21300) C16 Memory Kit
Cooler: H80iV2 Cooler.
CPU: Intel Core i7 7700K - Idle around 40C under load up to 65C
PSU: EVGA 750 GQ, 80+ GOLD 750W, Semi Modular, EVGA ECO Mode (eco not enabled)
Windows HDD: Crucial MX300 525GB M.2 (2280) Internal Solid State Drive (CT525MX300SSD4)
Sound: ASUS PCI-Express x1 7.1 Channel Sound Card XONAR_DX/XD/A/90-YAA060-1UAN00Z (used in Dolby Digital live with Astro Mix Amp TR (Sennheiser 598 with mod mic)

I can provide any other info if needed. Looking to bounce some ideas around as none of this seems to make sense as to why it would suddenly drop so majorly in performance. I did update the Intel Chipsent INF and Management engine.

Solution
Turns out my H80i broke itself. I'm not sure why that mattered as my temps never exceeded 72 but after trashing that thing and installing a Cryorig H7 everything runs great. Maybe it was spiking and I wasn't noticing it or maybe just another reinstall of the CPU made it work better. Computers are weird. Either way I'll never recommend or try a closed loop cooler.

Now I just wish Gigabyte didnt make the CPU run at 4.5 GHz permanently with XMP enabled... I've read I'm SOL there though.

Thanks everyone for the ideas and help.

Did you update your bios?

Yes, F21 is the most current. F20 added compatability for 7th gen processors and F21 (what I'm on) was V core Voltage adjust.

Sorry, should have included that clarification

Have you looked out your temps while under load?

Yeah, Noted in post that they never seem to go above 65c

Yes, I reinstalled the two options labeled under windows 10 in the driver section (Intel INF and Management Engine Interface)

Its an odd fault .I would try uninstall GFX drivers with DDU uninstaller then reinstall them just incase the difference in cpu affect how the drivers are installed.
Thats all i got :)

Have you turned the OC button on the motherboard (to the right of your memory next to the clear cmos button) on since resetting your bios?

ECO Button and OC Button
GIGABYTE's unique ECO button provides power-saving features by automatically reducing the overall power
consumption according to current system load. The OC button helps enthusiasts and overclockers not only get
the most performance from their hardware, but also the absolute most enjoyable OC experience.

I have had issues going from a non HT chip to a HT chip. In windows does it show 8 cores? I am guessing it does. I would wipe your drive (or Clonezilla it) and then start fresh. I know it has CPU based drivers since Windows xp.

I will take a look at this when I get home from work, I had never messed with it before when I was on my i5 so i assumed if default wasn't broke there was no reason to fix it (i want to say i left it set to balanced in the bios but cant verify right now). Definitely worth a look though, thank you

I had wondered if that might be it. If this eco/oc MOBO option doesn't work that will be my next step.

*EDIT* forgot to mention, yes it shows 8
