Help build a hyper-affordable PC for my friend to begin gaming

We are looking for the most bare bones computer possible for affordability.
I have a graphics card for him to use, we just need to build the rest.

Approximate Purchase Date: as soon as possible/this week

Budget Range: 300-400

System Usage from Most to Least Important: gaming, surfing the internet, watching movies

Parts Not Required: keyboard, mouse, speakers, OS, GPU

Preferred Website(s) for Parts: any place local in Toronto (canada computers, newegg.ca, ncix.com, tigerdirect.ca)

Country: Canada

Parts Preferences: cheap & functional parts ;]

Overclocking: No

SLI or Crossfire: No

Monitor Resolution: 1920x1080

Additional Comments: the GPU we have available is an Asus GTX 660 so all we really are concerned with is the tower, psu, cpu, mobo, ram and a hdd and a monitor.

So I just put this together, you can always choose some things differently to adjust for pricing concerns. It's modern, and it's partially upgradeable, so when budget allows you could theoretically throw in a better processor or gpu, and more ram. Does not include OS, or peripherals though however.....

alright, thanks for the input.

let's assume he can buy an asus z70i pro motherboard from another friend used... let's also assume he doesn't need a monitor.

with a gtx660 and an asus z70i pro motherboard any advice for the other parts?

let's also scrap the theoretical budget and just say "as low as you can go"
however, the person offering the motherboard isn't offering it incredibly cheap so i'm worried it's a waste of money if the other parts will be bottlenecking the performance

considering he already has a video card that puts the build well within the low budget (he's been considering waiting another month to spend more for a better build too)
could easily grab a used monitor and load up a free OS
