Whats slowing my FPS in gameplay

In my Computer, I have a:
-Intel Pentium G4400 dual core @3.3GHz
-8GB kingston ram
-Sapphire Raedon 250 with 1GB GDDR5 RAM (very new)
-SanDisk SSD plus 250GB

My problem is, when playing games on my computer like Watch Dogs in low quality @720p, my FPS drops so low my game becomes very "laggy" and unplayable. When opening task manager in games, everything seems to be ok, my CPU is running at around 66% and memory is about 50% (4GB).

When Bench marking the GPU on some free software I downloaded online, I ran it at 720p on high settings and the FPS was around 60, thats twice the amount needed.

Can anyone guide me to what needs to be upgraded, i believe it is the CPU, but task manager does not support this idea. The motherboard has an LGA 1151 socket, this is for 6th generation intel cores. If this is the case, does anyone know which CPU I should buy to play games @720p on one monitor at low/medium graphics.

Both your CPU and GPU are pretty underpowered. The 250 isn't going to get you very far in modern AAA titles, even at 720p. 1GB of vRAM on the GPU just isn't a lot. Your CPU can handle a couple entry-level gaming cards without bottlenecking them. Something like a 1050 Ti would be a good match for your CPU. But going much higher than that would benefit from a CPU upgrade first.

Thanks, would upgrading the CPU make a difference to the performance without upgrading the GPU? Also i was told 1GB GDDR5 would be sufficient for playing games, is this incorrect then?

Yeah, your GPU is the primary problem. 1GB is fine for games from, say, about 2011 and older. But these days, it's just not enough. The more and more modern you get after that point, the less likely you're going to be having a good experience.

For a budget build, your processor is okay. It's not holding back your current GPU, and it won't be holding back other budget GPUs. But like I said, if you're wanting to get a card more powerful than a 1050 Ti or AMD's equivalent, that's when you'll want to upgrade CPU, as well.
