Ryzen build sometimes cannot POST when cold boot, never boot when restart

Hello guys. Sorry if this is posted in a wrong category but I did not see category with troubleshooting category. I am getting a new AMD Ryzen build:

Parts (new):
- AMD Ryzen 1600 (built-in stock Wraith cooler is not used)
- Motherboard MSI B350M-PRO-VDH (https://www.msi.com/Motherboard/B350M-PRO-VDH.html), BIOS updated to latest version 7A38vA3.
- RAM Team Elite Plus Red DDR4 PC19200 2400Mhz Dual Channel 16GB (2x8) 16-16-16-39 - TPD48GM2400HC16DC01
- SSD Samsung 750 Evo 250GB
- CPU Cooler DEEPCOOL GAMMAXX 400 (installed with Noctua NT-H1 thermal paste)

Parts (old):
- PSU CORSAIR CX750M
- Graphics card MSI N660TI TF 3GD5/OC
- the casing.

This is actually 2 weeks old build. So far the problems I am having:

1) The system sometimes cannot cold boot. But mostly often able to boot. When it does not boot, EZ debug LED shows CPU LED. But sometimes no LED (but still not boot/POST). It never shows any LED other than CPU.

2) After restart, system is NEVER able to boot again. The solution is turning it off and turn it on after a while (but sometimes you will go back to the issue #1.) I believe this is not Windows 10 issue since I am also having problems with Ubuntu live USB (17.04 -- because Ryzen requires kernel minimum 4.10 which has Ryzen support). But pressing reset button sometimes work -- but I have to press it 1 or 2 times. If still no boot I turn it off. EZ debug LED are on CPU.

3) I've been reseating the RAM for more than 5 times. Installed in MSI's recommended method (DIMMA2 first for single RAM)

4) I've been reseating the CPU for 3 times. Very annoying.

5) When the system is able to boot, it has no problem operating the Windows. I was able to use it for work more than a day. I even playing some games (FM6 Apex, Project CARS, Assetto Corsa, The Division, DiRT Rally) without problems (more like fps problem since I am using old card :p). No crashes.

6) Is it normal for Ryzen having 35 degree celcius for normal activity and 60 degrees when playing games while fan speed are maxed (1500rpm) with cooling and thermal paste mentioned above? The temperature never exceeds 61 degrees.

7) How I can solve the problem #1 and #2? Turning off each time I want to reboot is very annoying. Do you guys have an idea which component has the problem? Could it the motherboard, cpu, ram or even power supply? PSU able to work just fine in my older system. I am planning to RMA but I cannot bring my whole CPU since my house and the service center is around 70 kilometers :/ so I will bring only the necessary parts.

I have the same problem with my R5 1600 with Asus B350 prime plus board. The system is perfectly fine once it loads, but the cold boot is the problem. I did some digging, and it turns out if you have your RAM overclocked, you will get this "cold boot - pc turns on and off a few times" problem. It seems that boards are only giving 1.2v to RAM at startup, if your RAM is OC'ed, it needs 1.35v to operate properly.

Solutions are to either set the RAM back to stock (why do that if you paid for the overclockable ram). Or set the DRAM Boot Voltage to 1.35v + . But since the only board that i know of that has the dram boot voltage is the crosshair hero vi, its really not a solution for most.

Until manufacturers add DRAM Boot Voltage, we will always have this cold boot problem.
