AMD Ryzen 1700 very low fps

I have a amd ryzen 1700 running at stock, with an amd rx 580 in over-watch i see frames from 144 then dropps to 70 and goes back up, in my old system intel i7 920(7 years old) with my rx 580 i got over 144fps on every game...any help? this is a new install of windows 10, brand new psu, mobo, and cpu. game dvr is off and power in windows is on high performance

I went to asrocks website downloaded every driver available for my x370 killer sli/ac mobo, then downloaded ryzen master and graphics drivers

Make sure to set windows power options to high performance. Another thing is to make sure windows is completely finished updating. Hope that helps.

FIXED!!!! overclocking the CPU to any speed in bios sets a fixed speed, my bad fps was because it would be at 3.3ghz then go to 2ghz this fixed my problem
