i have 2 rams 4 gb each and one of them is not working

when i put the damaged one in the motherboard and turn the pc on the monitor just goes black nothing happens and my cpu fan keeps restarting

when i take it out and put the good one everything works fine and starts windows normally

so can i do anything about this damaged ram? maybe some settings in the bios or something?

Are you sure you are putting them in the correct slots in dual channel configuration? Usually from personal experience if a ram stick is dead the computer wont hold a boot. Normal dual channel configurations are usually 2nd and 4th slots. Sometimes 1st and 3rd. If it's broken to the point where you can't get a boot don't think you will be able to do anything with it.

The RAM module is dead. Buy a new one or get a used one off eBay for less.
