3fps windowed mode?

Hi i have an i5 7600k rx 480 8gb
144hz freesync monitor.

I never noticed this before but switching to borderless window mode in fallout 4, dow 3, and dishonored give me 3fps until i change it back to full screen (which takes forever at 3fps) any ideas?

It could be that something is also rendering behind the game, but it doesn't render when the game is in fullscreen because in fullscreen the game is the only thing being rendered. That could be eating your CPU and GPU, which would cause your games to chug or even grind completely to a halt.

I only have games and steam. Its weird but i think when i put it in windowed mode its using the Integrated gpu in the i5 but idk how that would Happen or fix it
