Hello I'm looking to spend £240 on a new cpu however I would like one that is able to play games at good frame rates and can also provide a good x264 encoder with at least 60fps or more on overwatch, my current cpu the FX 9590 cannot handle streaming as it falls into the 40's when streaming x264 however with Nvenc encoder I get 150+ fps however twitch cannot encode this very well and it looks pixelated. So If I could get a cpu that could stay above 60fps with x264 encoder that would be great.

Gpu = GTX 970 oc [1420 core boost]
2x8gb ddr3 HyperX 1866mhz
Stream Software and settings:
OBS 720p 60fps, 30fps with x264
Note:
I have enough money on top of the £240 to spend on ddr4 ram and motherboard.
