Hi all,
My motherboard is Intel Corporation DG31PR AAD97573-305
My RAM is 4 GB Dual-channel DDR2 @ 400.0 MHz
My CPU is Intel Core 2 Duo E7400

Well the problem is I meet the recommended system requirements to play my game but still lags..
My frame rates are low too!!
Please help!!

$100 more in the bank account. You could try getting a slightly better CPU from this generation for $20-$30 or so, but I would not put any more money than that into a PC like this; the time when gradually upgrading this rig made sense passed a long time ago.

The timeframe when this PC was a candidate for a gradual upgrade was 2011 or 2012 or so. At this point, everything's so out-of-date that you might as well save and replace it all at once.

Can I upgrade my PC... just piece by piece, I mean first the processor, then the other parts !!
I just don't know much about this :D

I think he's saying his current CPU is more powerful.

Thing is, quad core > dual core even if the dual core has a higher clock speed (to a point, of course) because the quad core CPU can run four to eight things at once whereas the dual core can only run two to four.

So you are saying q6600 will give me more perfomance in gaming!!
btw can i upgrade my motherboard only for now...(Low on budget :D).

It probably will, although if your budget is that low I honestly suggest doing as some of the other people here have recommended and just saving up for a while. Save up around $1000-$2000 and then go build yourself a proper modern gaming computer.
