GPU usage 85-93% in all games!

Hi! I'm having a problem, that is quite annoying me already. In all games, I had never seen a steady gpu usage. I see in all videos, that people always get 98/99% STEADY without moving at all times. Well, that's not my case. My gpu usage is always changing, but the thing that annoys me is that when it changes, sometimes it drops hard to around 83 or something lower..... But goes right back to the 90s. Why? I want to keep 98% usage steady like other people. Maybe I should put higher voltage to the gpu or whatever? I always play at 1080p. Oh, almost forgot.. The memory clock of the gpu is always at 99% but not the usage of the gpu. Please help, these are my components.

Gtx 1070(stock)
i7 6700k(stock)
16gb ram
EVGA 600w 80 plus white
Asus z170-a motherboard

Set your CPU's voltage in BIOS to auto and see if it still fluctuates. But before you do that, download and run FurMark which is a GPU specific benchmark and see where your % usage is. http://www.techspot.com/downloads/5462-furmark.html

If FurMark shows your GPU at a steady 99% or whatever, then go back to the CPU (which I do not think is the problem, but it is possible).

Vsync is off. I also tried with dsr at 1440p, it boost oc the card to 102% sometimes, but goes back down to the 89 and then to the mid 90s. /:

Well unless you have the exact same build and game quality settings and resolution as the "other people" you can't really expect to match their exact GPU usage. Also, depending on the model of the GTX 1070, some of them run up to 10% faster than others depending on reference design vs. a vendor factory overclocked one (like from MSI, EVGA, ASUS, Gigabyte, etc.).

I would also look at your GPU temp and make sure you are not running into thermal throttling. MSI Afterburner is a good tool to use for creating a custom fan cooling profile where you can set fan RPM % to certain temp data points (mine is set to an aggressive 50C at 50%, 75% at 60C, and 90% at 65C since I am running SLI and need to keep temps under control).

Gtx 1070 g1 gaming. No, the temperature is at 65C sometimes it might rise up to 70C but nothing more..

Would it be, because of voltage on cpu that might cause bottleneck or something? I reduced a couple weeks ago the cpu voltage to 1.17 but I ran prime95 for 2 hours and no problem. But might it be cpu voltage?

CPU voltage won't affect your FPS. If you have it set too low for max load, you'll get a crash to blue screen before anything else. I think you are just witnessing your PC's "personality" and there is nothing wrong.

Again, don't ever compare what other people are experiencing in their builds unless you have their exact same build down to the exact same motherboard, CPU, memory, and GPU...and exact game settings.

I never mentioned about fps. What I'm saying, is that is weird that I don't get stable gpu usage. Since is really unstable, jumping around from 99% to 88%, from 88% to 95% and it just keeps going on..
