Brand new WD Blue 1TB Internal HDD Wont spin up/ Power?

Hello everyone, thanks for looking at this.
My problem is that I RMA'd a new WD HDD, and when I plug it in, I get nothing. Now that being said I dont have windows installed in any other HDD because thats the only one I have. I dont know if I have to partition the HDD in order for it to show or spin up? I have replaced the power cable and put the sata cable in different ports, I also have a disc drive that I test the cords with, and they work so I just dont know what the issue could be here. Would I have to buy a HDD with windows already on it? or try a different brand to see if that would work better..
Specs:
ASUS Maximus Hero VII MBO
EVGA Super Nova 750P2 PSU
WD Blue 1TB HDD
Radeon r9-290
Intel i7 4771



Update: No the HDD does not appear in the BIOS, it wont power on. Windows was installed in this system, the previous HDD with windows on it died, so therefor there is no any HDD in the computer that has windows. I have a Windows Boot Media USB. Would it be better to actually acquire a Windows installation disc?

No, It does not show up in the BIOS, but I can use the same cables that are in the HDD on my disc drive and it shows up there.

This MOBO was bought from Ebay, i'm assuming it was Windows. But there isnt any record of an OS being installed on this system

You have to boot from your Windows install thing...the USB?...and install the OS on this drive.
This is assuming all the parts work.

Yes I know that I have done it several times, the issues is the HDD is not showing up on the BIOS menu to install it to

Then either the drive is bad, or the motherboard port is bad, or the power cable is bad, or the SATA data cable is bad.

Well considering I have gotten the HDD replaced 3 times I am going to assume that this time it isnt bad. And with moving the ports around and checking the BIOS I can conclude that the SATA ports do infact work, now the power cable and sata cable may be the issue, maybe it isnt giving it enough power to "power" on..?I can try and find another one and see.
