Why Is My Performance Lower?

On Rainbow Six, with my 2 Core Quad 2.4ghz, and GTX 745 OEM, I used to get 70 FPS on Mid Settings. Now, same exact settings being used, im getting lie 40, and its dropping to 20 fps. What the hell happened? I switched VSYNC on in the game to 2 frame, then it started losing performance, I switched it off, and thats when the problem started. Nothing else changed. Every time I reboot, and start up the game, I get high fps for a bit, but then it starts spiraling down at the first hint of pressure from the game.

Update:

Also, switch resolution to lowest, and lowering settings to the max bottom, boosts me only like 5 average fps. Game looks worse than minecraft, and I still drop into the 40s and 50s.

People are telling me its probably because of the optimization, though I wanna be sure beforehand. For now, I am actually getting a smooth 60 Fps with VSYNC on normally, so I think the problem has been averted. Is it possible that too much stress on the PSU can cause the GPU to underperform? We did have a recent Update "Operation Health" but I think I was having problems before this update came out. It just happened after I turned VSYNC On and then off again. I took my secondary hard drive out, actually, rebooted, and the game actually played a bit better after I did.

then your system is under powered, as to why suddenly your observing low FPS, it can occur after an update, where the program was optimized for newer hardware, was there an update lately ?

There was, and that may be the problem, but I think I had these issues before the update. For now I seem to be getting better FPS, and I realized if I have chrome running in the background it drops, and I took out a secondary hard drive, and that helped too for some reason so Its been a bit better. Im aware of the specs, and am saving up for a new build at the moment.

I've built a lot of PC's in my life. Give me your budget and I will give you a full build for the money with SSD and HDD and a good psu. If you want I can even make a build with a gold PSU if needed. If it is 1000 usd than give me couple of minutes and I will give you the finished product. :D
